ISSUE:
Should the Commission approve participation of the Advisory Committee, in total, or their designees, and up to three members of the Commission to participate in the Strategic Planning workshop?
BACKGROUND:

In November 2013 POST staff began working with the California State University Sacramento Center for Collaborative Policy (CCP) to update the Strategic Plan.  The process has included one-on-one and group interviews of all internal staff and representative stakeholders.  Eighty-four additional online surveys were sent to a representative sample of urban and rural, large and small agencies to solicit wider input. 

Earlier in October, the internal validation workshop was conducted that added context and weight to the comments and perspectives documented in the Assessment Summary.

The Strategic Planning workshop has been scheduled for November 13th and 14th in Sacramento.  A cross-section of POST staff has been selected to participate.  External representatives of POST stakeholders must now be identified to participate to ensure the developed goals and objectives meet the needs of those served by POST. 

ANALYSIS:

CCP has asked that the Strategic Planning Workshop Committee be comprised of no more than 27 participants to maximize effective facilitation in developing goals and objectives.

POST staff will be comprised of all bureau chiefs and a representative from different job classifications for a total of 10 participants. 

The composition of the Commission’s Advisory Committee reflects a majority of POST external stakeholders.  Current Advisory Committe members would participate on behalf of their respective associations and agencies.

If an individual Advisory Committee member is not able to attend the workshop, the Commission could approve that member to be able to designate a representative from their association or agency to attend in their place.

Staff recommends that up to three members of the Commission be appointed by the Commission Chair to participate on behalf of the Commission. 

Participation by memebers of the Advisory Committee and Commission will require that the Strategic Planning Workship be publicly noticed and opened to the public (Bagley-Keene Open Meeting Act).  Staff is prepared to accomodate this requirement.

RECOMMENDATION:
Staff recommends the Commission approve participation of the Advisory Committee, in total, or their designees, and up to three members of the Commission to participate in the Strategic Planning workshop.
