ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to augment the inter-agency agreement with the California State University Sacramento Center for Collaborative Policy (CCP) for the completion of the update of the POST Strategic Plan in an amount not to exceed $42,000?
BACKGROUND:
At the February 28, 2013 meeting, the Commission authorized the Executive Director to enter into an inter-agency agreement with a governmental entity, later identified as CCP, to facilitate an update to the POST Strategic Plan.  POST received an approved Inter-Agency Agreement (IA) from the Department of General Services with a maximum allowable  amount of $100,990.

The initial scope of work included a number of projected interviews with POST staff and external stakeholders.  As the project progressed it was determined by the POST Strategic Plan Design Team in conjunction with CCP, that additional internal and external stakeholder interveiws would need to take place in order to conduct a more inclusive strategic planning process.  CCP also recommended to the POST Strategic Plan Design Team adding other elements to the scope of work based on feedback obtained during the stakeholder interview phase of the project.  

Adjustments to the scope of work for the strategic plan have strengthened the planning process; however, these adjustments have necessitated additional CCP staff time and resources beyond those projected in the original contract budget.
ANALYSIS:
CCP was initially committed to conduct a total of 30 internal and external stakeholder interviews.  Based on discussions between the Design Team and CCP regarding the need to obtain a broader scope of data from internal and external stakeholders, CCP provided an opportunity for every POST staff member to be interviewed by CCP consultants either individually, or in staffing groups.  Additionally, the number of external stakeholder interviews was increased. The total number of interviews was approximately 90 individuals.  An online survey directed at dispatch mangers, records managers, academy directors, training managers, and technology coordinators was also added to the process after initial external stakeholder interviews revealed a need to obtain greaater input. 

During the next three months, CCP will lead POST staff and external stakeholders though a validation of the assessment survey report findings, conduct a strategic plan workshop, facilitate an internal working group, draft the written 3-5 year plan, and facilitate implementation of the work plan. The complexity of POST’s operation, coupled with the wide spectrum of law enforcement and related agencies served by POST, has driven the need for CCP to expand the scope of work for this project. The additional funds needed to complete the strategic planning process is an amount not to exceed $42,000.  A breakdown of these expenditures is reflected in Attachment A.
RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to augment the inter-agency agreement with CCP for completion of the update of the POST Strategic Plan by an amount not to exceed $42,000.
