Should the Commission authorize the Executive Director to enter into a contract with various entities to present the Supervisory Course in an amount not to exceed $221,760? |
BACKGROUND: |
POST Regulation 1005 (b) mandates that all peace officers promoted, appointed, or transferred to first-line supervisory positions must attend the Supervisory Course within 12 months of promotion, appointment, or transfer. Other officers may attend the course if they will be promoted as first-line supervisors within months or are assigned to quasi-supervisory positions.
Historically, POST has contracted with various entities to present this course throughout the state. The current contracts will expire June 30, 2015. |
ANALYSIS: |
The 80-hour mandated Supervisory Course must be completed within 12 months of promotion or appointment to a first-level supervisory position. It is designed to transition new supervisors into the first level of leadership and includes topics such as Accountability, Communication with a Diverse Workforce, Conflict Management, Counseling, Leadership and Decision-Making Models.
POST staff estimates that approximately 960 persons will need to attend the Supervisory Course this year. With a class size of 30 students POST plans 32 presentations between all of the presenters.
