ISSUE: |
Should the Commission authorize the Executive Director to contract with a qualified entity for support of the Law Enforcement Command College program in an amount not to exceed $434,901? |
BACKGROUND: |
The POST Command College is an intensive, 18-month program that places an emphasis on leadership and emerging issues that may impact the participant’s agency and law enforcement in general.
Designed for management and command staff, the course includes leadership, strategic planning, and ethical theories and practices for the 21st century. It provides the necessary tools for agency leaders to prepare their organizations and personnel for future challenges.
Historically, POST has contracted with a qualified entity to support this program. The current contract will expire June 30, 2015. |
ANALYSIS: |
The Command College continues to receive widespread support from the law enforcement community, both nationally and internationally. In FY 2014-15 the number of classes were decreased as part of the budget reduction plan. POST will continue the decreased numbers during FY-2015-16. Indications are that the 2 classes presented through this contract will have maximum student attendance.
The contract amount includes the instructor and coordinator costs, classroom and course materials and the funds for the entry interview panel that is the final phase of the candidate selection process. The program cost breakdown is described in Attachment A.
POST must contract with a qualified entity to continue to provide this program to the law enforcement community. |
RECOMMENDATION: |
Staff recommends that the Commission authorize the Executive Director to enter into a contract with a qualified entity to provide support for the Law Enforcement Command College program an amount not to exceed $434,901. |
