ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into a contract with a qualified entity for support of the Executive Development Course (EDC) in an amount not to exceed $174,156?
BACKGROUND:
The Executive Development Course (EDC) was developed to provide a different perspective regarding the roles of leaders in their respective organizations. The course is interactive and provides training on a variety of topics associated with organizational dynamics and development, personal and group leadership, and communication skills.

This course is also a prerequisite for agency heads to obtain a POST Executive Certificate.

Historically,  POST has contracted with a qualified entity to present this course. The current contract will expire June 30, 2015.
ANALYSIS:
The EDC is designed for all sworn executive managers in the POST program of the rank of lieutenant and higher who have completed the Management Course.  The course applies contemporary adult learning principles and is presented in two 40-hour segments. Successful completion of the course also requires the students to complete outside reading assignments and group projects. 

POST Regulation 1011 and Commission Procedure F-1-10 also requires the completion of the EDC as prerequisite for the POST Executive Certificate. 

The EDC continues to be in high demand.  In FY 2014-15 POST decreased the number of presentations from six to four as part of the budget reduction plan.  All four presentations were full.  POST will maintain this decrease for FY 2015-16 and indications are that these presentations will have maximum student attendance.

For this course to continue to be available POST must contract with a qualified entity in an amount not to exceed $174,156.  The cost breakdown for the course is described in Attachment A.
RECOMMENDATION:
Staff recommends that the Commission authorize the Executive Director to enter into a contract with a qualified entity to provide support for the EDC program in an amount not to exceed $174,156.
