ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to contract with a qualified entity for support of the Sherman Block Supervisory Leadership Institute in an amount not to exceed $1,676,500?
BACKGROUND:
Since 1988 POST has funded the Sherman Block Supervisory Leadership Institute (SBSLI).

SBSLI is an intense program based on experiential learning techniques. Students are challenged to learn new ways to resolve issues through group and individual work.

This  program is well-respected and highly sought after leadership training program that continues to have widespread support from law enforcement leaders and Departments throughout the state.

Historically POST has contracted with a qualified entity to present this program.  The current contract will expire June 30, 2015.
ANALYSIS:
SBSLI is an 8-month program.  The curriculum takes students through an analysis of management (planning, organizing, directing, etc.) and leadership (inspiring, challenging, developing, etc.) and how each discipline compliments the other. The course progresses from self-evaluation, to interpersonal evaluation, to organizational relationships. The program places emphasis on “adaptive leadership” practices as well as ethical decision making.

In FY 2014-15 the number of class offerings were decreased from 18 to 15 as part of the budget reduction plan. The decreased number of classes will continue through FY 2015-16.  There is currently a waiting list for these courses and indications are that each class will have maximum student attendance.  A cost breakdown for the course presentations is described in Attachment A. 

POST must contract with a qualified vendor to continue to present SBSLI. 
RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to enter into a contract with a qualified entity to provide support for the Sherman Block Supervisory Leadership Institute in an amount not to exceed $1,676,500.
