ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into contracts with various qualified vendors for the development of courses and tools for the Learning Portal in an amount not to exceed $1,300,000 to be expended over two years?
BACKGROUND:
Since 2005, POST has produced award-winning self-paced courses on a variety of topics that provide Continuous Profession Training (CPT) hours for law enforcement personnel as well as meeting legislatively-mandated training requirements. To accomplish this, POST has contracted with qualified vendors to assist in the design and development of this training. In the past, staff had to prepare an agenda item and seek approval for the development of each project individually. This often caused delays in the start of production and delivery of training and performance support tools to the field.  To remedy this delay, in October of 2012,  the Commission authorized the Executive Director the authority to enter into contracts over a two-year period of time for a set amount of funding for the development of multiple courses. 
ANALYSIS:
The POST Learning Portal courses have proven to be an effective method to provide relevant and contemporary training to the field at no cost to the agencies. Currently over 78,800 officers and dispatchers have registered as users of the Portal.  Agencies increasingly rely on the Portal as a source of training as evidenced by the number of completed courses and the amount of CPT credit awarded since the Portal was launched (see Attachment A).

 An online survey to the field will identify topics most wanted by agencies.  These topics will then be analyzed by staff to determine how best to deliver them in the online medium. The requested amount will fund up to four courses or tools and the funds will be encumbered through various contracts over the next two years (see Attachment B).
RECOMMENDATION:
Staff recommends that the Commission authorize the Executive Director to enter into contracts with various qualified vendors for the development of courses and tools for the Learning Portal in an amount not to exceed $1,300,000 to be expended over two years.
