Should the Commission authorized the Executive Director to renew the contract with the California State Coroners' Association and the Orange County Sheriff-Coroner for the presentation of 17 courses, and to provide specific Internet connectivity support and equipment for all coroner courses in an amount not to exceed $198,000 for FY 2015-16? |
BACKGROUND: |
In 1991, the California Legislature, at the request of the California State Coroners' Association, imposed a $1 fee on the issuance of each burial permit issued by the counties in California. County Health Departments collect the fees and each county forwards them to the Peace Officers' Training Fund (POTF).
For the past 21 years, POST has contracted with the California State Coroners' Association (CSCA), the presenter of the Advanced Symposium for Coroners, and the Orange County Sheriff's Department, presenter of the mandated 80-hour Coroners' course.
The contract for FY 14-15 was $198,000. The contract proposal reflects the training priorities established by the California State Coroners' Association Board of Directors. |
ANALYSIS: |
The amount of money transferred to the Peace Officers' Training Fund (POTF) by the counties annually has equaled or exceeded $220,000 for the past several years. Most counties transfer funds quarterly to the POTF.
The cost to the POTF for this contract is reduced through the use of subvention funds from the Rancho Santiago Community College. The college supports the coroners' courses with Full-Time Equivalent Student (FTES) funds.
The FY 2015-16 contract totals $198,000, reflecting no change from the 2014-15 contract (See Attachment A). |
RECOMMENDATION: |
Staff recommends the Commission authorize the Executive Director to renew the contract with the California State Coroners' Association and the Orange County Sheriff-Coroner for the presentation of 17 courses, and to provide specific Internet connectivity support and equipment for all coroner courses in amount not to exceed $198,000 for FY 2015-16. |
