ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into contracts with the Contra Costa County Sheriff’s Department, Riverside County Sheriff’s Department, and San Jose Police Department, or other entities, to provide instructor training in the use of driving simulators and force options simulators in an amount not to exceed $129,004?
BACKGROUND:
The Regional Skills Training Center (RSTC) Program includes the law enforcement driving simulators (LEDS) and the force option simulators (FOS) and is a critical element in meeting the Commission mandated perishable skills training requirement for law enforcement. There is a continuous turnover of trainers due to retirements, promotions and/or transfers.  This makes it necessary to routinely train new instructors on the operation of the LEDS and FOS systems in order to maintain a cadre of competent and fully qualified instructors.

Upon successful completion, these instructors provide training to peace officer trainees throughout California.
ANALYSIS:
Commission regulation 1005 requires peace officers to complete perishable skills training every 24 months. Perishable skills training includes arrest and control, communications, driving and tactical firearms. POST provided LEDS and FOS systems to the Regional Skills Centers to address the driving and force options training components of the perishable skills requirement. 

In 2013 driving simulator training was added by the Commission as a requirement in the Regular Basic Course (RBC).

To provide instructor training for the LEDS and FOS systems POST contracts with the Contra Costa County Sheriff’s Department, Riverside County Sheriff’s Department and San Jose Police Department.

POST will contract with these presenters to train up to 194 new instructors who will provide LEDS and FOS training to peace officers throughout the state.  

The contract for LEDS and FOS instructor training includes presentation costs, student supplies, and equipment.

A breakdown of the training costs costs is reflected in Attachment A.
RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to enter into contracts with the Contra Costa County Sheriff’s Department, Riverside County Sheriff’s Department, and San Jose Police Department, or other entities, to provide instructor training in the use of Driving Simulators and Force Options Simulators for FY 2015-16 in an amount not to exceed $129,004.
