Should the Commission authorize the Executive Director to accept funds from the California Environmental Protection Agency (CalEPA) to develop an environmental crimes investigation specialty course for the Robert Presley Institute of Criminal Investigations (ICI), and to enter into a contract with a qualified entity for the presentation of the course in an amount not to exceed $72,698? |
BACKGROUND: |
In 1992 Penal Code section 14300 was enacted which allows the California Environmental Protection Agency (CalEPA) to provide the Commission on POST funds from the Environmental Enforcement Training Account. The use of these funds is for the development and presentation of training to law enforcement personnel on enforcement of environmental crimes.
In past years POST has utilized the CalEPA funds to develop self-paced courses, training videos and a facilitated course for first responders.
In 1995, pursuant to Penal Code section 13519.9, the Commission established an advanced training program called the Robert Presley Institute of Criminal Investigation (ICI) to meet the needs of criminal investigators. POST currently contracts with eight entities for presentation of the ICI training courses throughout California.
CalEPA has requested POST utilize the FY 2015-16 funds to obtain the expertise and consultation to develop an ICI foundation specialty course specifically designed for the field investigator conducting environmental crimes investigations. |
ANALYSIS: |
CalEPA has advised POST that the amount funds available for FY 2015-16 is $72,698. POST will utilize these funds to convene subject matter experts (SMEs) and facilitate the curriculum development, design the expanded course outline, hourly distribution schedule, identify course instructors and determine the instructor qualifications and student materials necessary to present the course.
POST will contract with a qualified presenter for the presentation of the training and for any additional course revisions. A breakdown of the cost are described in Attachment A.
This course will provide law enforcement stakeholders with essential skills and knowledge to better prepare investigative reports, enforce environmental codes and violations and better serve the community. By presenting environmental crimes investigation training through the ICI program, it is anticipated that there will be an increase in field participation in enforcing these statutes. |
RECOMMENDATION: |
Staff recommends the Commission authorize the Executive Director to accept funds from the California Environmental Protection Agency (CalEPA) to develop an environmental crimes investigation specialty course for the Robert Presley Institute of Criminal Investigations (ICI), and to enter into a contract with a qualified entity for the presentation of the course in an amount not to exceed $72,698. |
