Should the Commission authorize the Executive Director to enter into contracts with the POST Regional Skills Training Centers and/or other qualified entities that provide law enforcement Driving Simulator and Force Options Simulator training in an amount not to exceed $1,273,828? |
BACKGROUND: |
Since January 2002 Commission Regulation 1005 has required all peace officers (except reserve officers) below the middle management position and assigned to patrol, traffic, or investigation who routinely effect the physical arrest of criminal suspects are required to complete Perishable Skills training that includes driving and arrest and control.
In 2013 driving simulator training was added by the Commission as a requirement in the Regular Basic Course (RBC).
POST contracts with various presenters to provide driving and use of force training to in-service peace officers through the Regional Skills Training Center (RSTC) program. This training is most often accomplished through the use of the law enforcement driving simulator (LEDS) and force options simulator (FOS) systems provided to the RSTCs by POST.
The current contracts for the LEDS and FOS systems expires in June 2015. |
ANALYSIS: |
Commission regulation requires in-service peace officers to complete 14 hours of perishable skills training every 24 months. These skills include training in arrest and control techniques, communications, driving and tactical firearms. These skills are high liability and managed risk areas for peace officers and law enforcement agencies, and it has been determined that certain psycho-motor skills need to be regularly refreshed.
LEDS and FOS systems are available to law enforcement and used by agencies throughout the state to address decision-making related to driving and force components of perishable skills training. With the national focus on law enforcement, peace officers are under scrutiny for use of force and driving decision-making.
Contracting for LEDS and FOS training assists officers in meeting the biennial perishable skills training requirement, and provide them with the highest level of training in these hands-on critical skills.

RECOMMENDATION: |
Staff recommends the Commission authorize the Executive Director to enter into contracts with POST Regional Skills Training Centers and/or other qualified presenters that provide Driving Simulator and Force Options Simulator training in an amount not to exceed $1,273,828. |
