ISSUE:
This is a status report on the POST Strategic Plan. The report is provided to the Commission at each regular meeting to summarize the progress in researching and/or implementing Commission approved objectives of POST’s Strategic Plan.
BACKGROUND:
This report describes progress toward the completion of Strategic Plan Objectives since the last Commission meeting (see Attachment).
ANALYSIS:
 
Of the 19 objectives, staff reports that:

One objective is recommended for deletion:

  • Strategic Plan Objective C.10.08 -- Conduct a comprehensive review of the Supervisory Course and curriculum.

    Reasons:
     On February 22, 2012, the Advisory Committee previewed the updated series of video vignettes portraying a fictitious team of individuals who report to a newly appointed supervisor. The following day, the Commission reviewed and approved both the updated Supervisory Course Topics and Objectives and the Instructor’s Guide. Train-the-Trainer sessions are ongoing. The Supervisory Course Online Network is continually updated to enable instructors throughout the state to share innovative ideas, videos, materials, and student exercises.

Recommendations: Delete as completed.

 

One objective is recommended for addition and further detail may be found under the Consent Item - Tab 17:
Strategic Plan Objective B.16.12 -- Develop an interactive, multimedia version of the POST Student Workbooks to provide for more learning modalities, accelerate distribution of content updates, and realize cost savings for students.

Reasons: 
Staff recommends the addition of this objective as a means to improve the learning effectiveness of POST Student Workbooks for basic training courses.  It would provide an enhanced presentation and more timely distribution of Student Workbook content, and a more cost-efficient way for students to obtain the Workbooks.  Prototypes for two Workbooks, such as Learning Domains 5 (Introduction to Criminal Law) and 19 (Vehicle Operations), would be developed for pilot testing.  If the pilot proved the validity of the concept, a request would be made to the Commission for funding to develop the rest of the Student Workbooks into an interactive, multimedia format.

Recommendation:
 Add new objective.
RECOMMENDATION:

 

In approving the Consent Calendar, the Commission accepts the progress report and recommendations from staff concerning the Strategic Plan.
