ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into a contract with various qualified entities for the presentation of  the Management Course in an amount not to exceed $1,045,956.70.
BACKGROUND:
POST Regulation 1005(c) requires that every peace officer promoted, appointed, or transferred to a middle management position complete the Management Course prior to promotion or within 12 months after the initial promotion, appointment, or transfer to such position. 

The Regulation also allows for an officer who is assigned to a first-level supervisory position to attend the Management Course, if authorized by the department head.

Historically, POST has contracted with various qualified entities for the presentation of this course.  The current contracts will expire June 30, 2015.
ANALYSIS:
Completion of the Management Course is required of all sworn managers (usually lieutenant) within 12 months of promotion to the management rank. Sworn first-line supervisors and civilian managers may also attend if approved by the department heads.

The 104-hour Management Course is presented in three instructional blocks and is designed to assist supervisors transitioning to middle management.  Utilizing adult learning principles, the course covers several topics including: Transition to Lieutenant, Leadership, Community-Oriented Policing and Problem Solving, Ethics, Risk Management and Legal Issues. 

Students are also required to complete reading assignments and group projects to enhance their learning.

POST contracts with several presenters to provide this course throughout the state.  Staff estimates approximately 600 persons will need to attend the course in the next year.  To accommodate this, POST plans to contract for 27 presentations among the presenters of the Management Course. 

A cost breakdown for the presentation of this course is contained in Attachment A.
RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to enter into a contract with various qualified entities for the presentation of the Management Course in an amount not to exceed $1,045,956.70.
