ISSUE:
This is an informational report on the status of Learning Domain (LD) 18, Investigative Report Writing project regarding the expansion of cognitive testing for peace officers by enhancing report writing training.
BACKGROUND:
In February 2012, the Commission approved the Learning Domain 18 Investigative Report Writing test form. It will be mandatory for basic course presenters to use the form when evaluating student performance in the Investigative Report Writing Learning Domain, effective July 1, 2012. The test form and all supplemental documents for LD 18, Investigative Report Writing are on the POST Basic Course Informational Website. POST staff and subject matter experts (SMEs) are continuing to develop improvements in the teaching and training of LD 18.  
ANALYSIS:

In October 2011, POST staff and SMEs convened to identify and develop scripts and grading points in preparation for the development of the report writing training videos. In a two and a half day workshop, SMEs developed 11 scripts on topics such as Use of Force, Domestic Violence, Car Stops, Petty and Grand Theft, and DUI. The Domestic Violence and Car Stop scenarios were selected for the initial video development process.  To ensure the content, validity and integrity of the training videos, a meeting was scheduled with Basic Academy instructors currently teaching Investigative Report Writing, Laws of Arrest, Search and Seizure, Use of Force, Vehicle Pullovers, and Domestic Violence. In April 2012, the SMEs reviewed and made necessary edits to the scripts to prepare them for the next phase of video production.

 

In an effort to maintain consistency in training and testing of LD 18, two more training workshops for Investigative Report Writing instructors are scheduled for May and October of 2012. The workshops cover a variety of topics which include the use of POST Training and Testing Specifications, course outlines and lesson plans, teaching points of a report writing class, evaluation tools and the importance of scoring methods and grading points.
