ISSUE:

Should the Commission approve, subject to the Notice of Proposed Regulatory Action process, the proposed revision of Commission Regulations 1070 and 1082 described in this report?

BACKGROUND:

The California Emergency Medical Services Authority (EMSA), which establishes First Aid/CPR training standards for public safety personnel, has approved revisions to the California Code of Regulations, Division 9, Title 22, Chapter 1.5 First Aid Standards for Public Safety Personnel, that significantly increase the level of skills to be taught to peace officers.

POST has collaborated with EMSA to revise the curriculum to meet the new standards and is developing new curriculum for courses to address the changes.  The proposed regulations provide for a 24-month implementation period for POST to revise its curricula, and change related Commission regulations for agencies to implement the training requirements.  Further, the new standards require POST development of revised instructor qualifications, certification requirements, and content of instructor courses.

ANALYSIS:

The proposed changes to the Commission Regulation 1070 (Attachment A) adds a new specialized subject and the required training course(s).  Commission Regulation 1082 (Attachment B) adds new instructor courses that addresses: Automated External Defibrillators (AED); assistance in the administration of oral glucose, naloxone, and epinephrine; and treating assorted trauma emergencies.

 

This item reflects staff efforts in support of POST Strategic Plan Goal A, Maintain Leadership in Emerging Issues in Law Enforcement.


RECOMMENDATION:
Staff recommends that the Commission approve amendments to Commission Regulations 1070 and 1082 as described in the report, subject to the Notice of Proposed Regulatory Action process.
