ISSUE:
This serves as an informational update on the online Training Profiles and POST Professional Certificate Application usage.
BACKGROUND:
On July 1, 2015, POST released a secure and encrypted online process for current and former California law enforcement personnel to immediately access and download their Training Profiles.  This process requires a PASS account, which can be created on the POST Website (POST Bulletin 2015-10).  Additionally, on September 23, 2015, POST released the Online Professional Certificate Application (POST Bulletin 2015-21).  The online application process allows users (both agencies and individual applicants) to complete an online application, upload supporting documentation, and submit to POST electronically for processing.  This eliminates the need for agencies and applicants to print and mail an application and supporting documentation.  Once the application is submitted to POST electronically, both the agency and applicant can immediately view the status of the application from submittal to issuance.
ANALYSIS:

Online Training Profiles – Due to the new process, non-automated Training Profile requests (received via mail, email, telephone calls, and processed by POST staff) have significantly decreased from 330 prior to July 2015 to only 89 requests in November 2015.  A monthly average of 1,600 Training Profiles are accessed/downloaded electronically by users.

Online Professional Certificate Application - as of November 30, 2015, over 240 agencies are using the Online Professional Certificate Application.   Law enforcement agency personnel can access the Online Professional Certificate Application on the Electronic Data Interchange, after permissions are granted.  Individual applicants can access the online application through their PASS account.  Currently, 3,715 PASS accounts have been created.

Both the online Training Profiles and Professional Certificate Application offers our clients a quick, convenient process to immediately receive their Training Profile and submit their POST Professional Certificate Application, 24 hours a day, 7 days a week, eliminating the need for paper and postage costs with the ability to track the progress of their application from submittal to issuance.

POST will continue to accept paper requests, but encourages our clients to transition to the new paperless processes.  POST staff continues to educate our clients on the benefits of using the paperless processes.  As a result, the usage numbers continue to grow.

This program supports Strategic Plan Objective: B.4.2 - Increase Efficiency in POST Systems and Operations by automating the professional certificates application process.
