ISSUE:
Should the Commission approve, subject to the Notice of Proposed Regulatory Action, the proposed changes in content to the Aviation Security Course?
BACKGROUND:

As part of an ongoing review of legislatively mandated courses, POST staff and curriculum consultants review course content to determine if revisions are necessary. This process is facilitated by POST in collaboration with subject matter experts. Some of the more significant outcomes of these workshops are recommendations for updating and enhancing the legislatively mandated courses under review. POST staff and subject matter experts reviewed the content of the Aviation Security Course, as enumerated in Regulation 1081, and recommended revisions that reflect current trends and emerging needs, compliance with legislatively mandated subject matter, changes in law, and incorporation of adult learning concepts.

ANALYSIS:

During a review of the course, staff and subject matter experts discovered areas where the course needed to be updated due to changes of responsibility local law enforcement, state and federal laws, and risk assessment. As a result, staff and subject matter experts recommended the course content be updated to accurately reflect those changes.

 

The course will remain 40 hours in length. 

 

The proposed changes to the Aviation Security Course (Attachment A) affect the nine instructional blocks of the course:

 

(1)  Introduction and Background

(2) Introduction to the Airport Environment - Overview

(3) Criminal Threat to the Aviation Industry

(4) Agencies and Jurisdictions

(5) Legal Aspects of Aviation Security

(6) Law Enforcement Officer Responsibilities

(7) Human Behavior Consideration

(8) Airfield Operations

(9) Presenter-developed Test

 

The recommended changes were developed by staff, in collaboration with presenters of the Aviation Security Course, who supports the recommendations.

RECOMMENDATION:
Staff recommends the Commission approve the proposed revision to the Aviation Security Course subject to the rulemaking process and the Office of Administrative Law. If no one requests a public hearing, the changes will become effective January 1, 2013.
