ISSUE:
Should the Commission approve, subject to the Notice of Proposed Regulatory Action process, the three POST forms as described in this report?
BACKGROUND:
While reviewing forms related to Regulations 1014 and 1015 for reimbursements, it was found that one of the forms had failed to reach the Commission for approval.  Because of this, OAL considers this a new form which requires Commission approval prior to resubmission to OAL.  This search led to a full review of forms found in POST Regulations.  Out of 14 forms cited, three were found in need of Commission approval.
ANALYSIS:

The Text of Proposed Regulatory Action (TPRA), Attachment A, amends the date of the form: POST Approved Field Training Application, 2-229 from (Rev. 08-2012) to (08-2012) cited in Regulation 1004, Field Training Program.  The TPRA also amends the date of forms Request for Reissuance of POST Certificate, 2-250 from (Rev 06/2014) to (06/2014) and Certificate Application – Reserve Officer, 2-256 from (Rev 10/2010) to (10/2010) both cited in Regulation 1011, Certificates.  The amendments to Regulations 1004 and 1011 will make revisions to the dates of these forms in need of Commission approval.

The following are the three forms that require Commission approval.

  • POST-Approved Field Training Application, POST 2-229 (12/2012) Attachment B
  • Request for Reissuance of POST Certificate, POST 2-250 (06/2014) Attachment C
  • Application for Award for Reserve Officer Certificate, POST 2-256 (10/2010), Attachment D

These three forms were reviewed by Administrative Services Bureau.

This item supports Strategic Plan Objective B.1, POST regulations are relevant, comprehensive, and consistently applied.  

RECOMMENDATION:
Staff recommends that the Commission approve, subject to the Notice of Proposed Regulatory Action process, the amendments to Regulations 1004 and 1011, POST forms 2-229, 2-250, and  2-256 described in this report.
