ISSUE:
Should the Commission approve, subject to the Notice of Proposed Regulatory Action, the proposed changes to the content of the Field Training Officer (FTO) Course?
BACKGROUND:
As part of an ongoing review of mandated training courses, POST staff and curriculum consultants review course content to determine if revisions are necessary. This process is facilitated by POST and attended by selected subject matter experts.  Some of the more significant outcomes of these workshops are recommendations for updating and enhancing the mandated courses under review.    
 
During a regular review of the Field Training Officer Course, staff and subject matter experts considered the Commission direction from its October 2008 meeting to enhance field training to include a driver training component. The revisions are contained in Commission Procedure D-13-4
ANALYSIS:
As a result of the review and Commission direction, a block of instruction “Driver Safety” has been added to the course. The instruction outlines an FTO’s role in training and evaluating a trainee on driving issues, and discusses SAFE (Situation-Appropriate, Focused, and Educated) driving, policy considerations, collision avoidance, and tactical seatbelt removal.
 
The proposed changes to the Field Training Officer Course Minimum Requirements (Attachment A) are the result of regularly scheduled reviews. The recommended changes were approved by staff and presenters of the Field Training Officer Course.
RECOMMENDATION:
Staff recommends that the revisions to the Field Training Officer Course be approved subject to the rulemaking process and the Office of Administrative Law. If no one requests a public hearing, the amendments would become effective January 1, 2013.   Attachment
