ISSUE:
This is a report on the presentation of a Crowd Management Summit on March 20-22, 2012 in San Diego to update the law enforcement community on emerging issues related to responses to demonstrations and other major events.
BACKGROUND:

Following a highly publicized incidents involving California law enforcement and the “Occupy Movement” participants, the Office of the Governor contacted POST’s Executive Director to express concern about the sufficiency of training and related resources for crowd management.

 

Although ample POST-certified resources exist for California law enforcement agencies, it was determined that due to the changing landscape of civil unrest coupled with the support of social networking and other technology and the increasing incidence of these occurrences, a review of the 2003 POST Crowd Management Guidelines was in order. The Commission approved updated guidelines at the February 2012 meeting, and the guidelines were released in conjunction with the presentation of a Crowd Management Summit.
ANALYSIS:

Over 350 law enforcement executives, managers, and supervisors attended the 3-day event. The format for the summit was a series of panel presentations by Police Chiefs, Sheriffs, City Executives, and experts in technology, law, and mutual aid. A presentation on the updated POST Crowd Management and Civil Disobedience Guidelines was well received.

 

Significant information sharing between the panels and the audience occurred. The summit had presentations by Michael Hillmann, retired Deputy Chief of the Los Angeles Police Department and Attorney Mildred (Missy) O’Linn that supplemented the  information provided by panelists. Staff circulated a survey among attendees to solicit suggestions for future presentations. Review of this information is in progress.
