ISSUE:
This is an informational item on the status of courses certified to the Advanced Training Center (ATC), Department of Justice (DOJ), since its closure on March 1, 2012.
BACKGROUND:
The Commission approved a contract between POST and the ATC for FY 2011-12. The contract for $1,964,722 was for the ATC to present 23 courses throughout the state.  DOJ will retain eight courses in FY 2012-13, under a $554,784 contract with POST. An assessment of the remaining 15 courses was conducted to determine if a continuing training need exists.
ANALYSIS:
Three courses will be incorporated into the Institute of Criminal Investigation (ICI) program.  Two requests to the Commission have been submitted to authorize POST to: 1) enter into a contract with San Diego Regional Public Safety Training Institute and 2) increase contract course funding with Sacramento State, State Center Regional Training Facility – Fresno, and South Bay Regional Public Safety Training Consortium.  The contracts pertain to presentations of the Narcotics Investigation Course and Officer Involved Shooting Investigations Training Course.  Refer to the related Agenda Item Reports “REQUEST FOR APPROVAL TO INCREASE ICI TRAINING WITH EXISTING PRESENTERS” and “REQUEST FOR APPROVAL TO ENTER INTO A CONTRACT WITH SAN DIEGO REGIONAL PUBLIC SAFETY TRAINING INSTITUTE TO PRESENT ICI TRAINING.” A presenter for the Specialized Surveillance Equipment Course, also to be incorporated into the ICI program, will be identified at a later time.  The assessment determined the remaining courses either have multiple presenters or do not address a continuing unmet training need.
