ISSUE:
This is an informational report on the status of Strategic Plan Objective B.7.06, Develop a Major Case Management Training Course for Managers/Executives.
BACKGROUND:
At a September 2007 meeting, the Robert Presley Institute of Criminal Investigation (ICI) Advisory Council supported a POST-proposed plan to develop a major case management training course for law enforcement personnel. In 2008, staff conducted a training needs assessment using a comprehensive field survey targeting individuals responsible for major case management in their respective organizations. The survey responses strongly supported the need for major case management training and the creation of two separate courses: one for those who manage investigative units and personnel, and one for those who have overall responsibility for major case investigations.

In 2009, a subject matter work group convened to begin the instructional design process for major case management training. During the initial workshop, the group agreed with survey responses and concluded that a single course could not adequately meet the training needs of different levels of law enforcement personnel. The issues, skills, knowledge and responsibilities of supervisors/managers and those at the executive level differ significantly.   The end result was a consensus that two separate training courses targeting the needs of the two groups be developed.

Course development for personnel who supervise and/or manage investigative units began first. The foundation for the course was established by the work group, and then finalized by a POST Master Instructor student as his class project. The course received POST-certification in 2010 and has been presented several times each year since its inception.
ANALYSIS:
In 2011, a subject matter work group convened to begin the instructional design process for the executive level training course. The preliminary course content focus is on personnel involved in managing large scale events, political crises or high profile cases. The course format will allow for scenarios to be modified to ensure the most contemporary issues are included. The course delivery method will be scenario-based to involve students in small group exercises and facilitated discussions. An introductory expanded course outline has been prepared and course designers are in the process of finalizing tasks and identifying facilitators. It is anticipated that the course will be completed and piloted during spring 2013.
