Due to extraordinary demands, the SCFT FY 2012-13 contract’s budgeted funds are almost depleted eight-months into the current fiscal year. Some of the circumstances that have contributed to increased expenditure of funds include:
Far fewer attendees than anticipated have participated in SCFT and SL II training sessions. This is attributable in large part to the reluctance of several agencies to follow through and release individuals scheduled for training. In turn, this has resulted in inefficient use of POST’s train-the-trainer cadre (e.g., teaching to 11 rather than 20 students) and the need to schedule additional sessions—along with the cadre of paid trainers--to accommodate those who could not attend when originally scheduled.
The 17 Supervisory Course presenters’ have experienced a significant number of retirements of course facilitators, and in some instances this has occurred after the facilitators received the updated SCFT and SL II training. This has required replacements, and their training and the acquisition of training kits for each.
One large Southern California's agency's cadre of facilitators could not be released to teach in their own Supervisory Course, necessitating last-minute use of outside facilitators, chargeable against the SCFT contract.
There has been an increase in the number of students attending the Supervisory Course, and requiring provision of SL II materials (at $40 per student).
The completion of the Supervisory Course expanded course outline was protracted due to ongoing course refinements, and it ultimately required instructional design expertise to be retained to ensure the quality of the course structure.
The augmentation will be allocated for presentation of an additional session of SL II and an additional session of SCFT, and additional SL II materials.
