ISSUE:
This is an informational report on the status of Strategic Plan Objective B.3.04, Provide to POST’s Regional Skills Training Centers Updated Driver Training and Force Options Simulators and Program Software.
BACKGROUND:
In 1999, POST sponsored the purchase of law enforcement driving simulators (LEDS) and force option simulators (FOS) to be placed at Regional Skills Training Centers ( RSTCs) throughout the state.

Based on stakeholder input at the semi-annual LEDS/FOS curriculum update meeting, Strategic Plan Objective (SPO) B.3.04 was incorporated into the POST 2008 Strategic Plan to address the repair or replacement of the aging LEDS and FOS equipment.

In October 2008, based on the results of the Driver Training Study – Volume 1, the Commission approved the staff recommendation to “reactivate efforts to repair and/or purchase LEDS equipment.” At its January 2009 meeting, the Commission approved a plan to authorize the purchase of 108 driving simulators. As of October 2011, all 24 RSTCs received the new LEDS simulators and began training peace officers and instructors.

On June 24, 2010, the Commission authorized the Executive Director to develop a plan to replace the aging FOSs. The Department of Finance has approved the use of funds in POST reserves for the purchase of new FOS systems to be placed in RSTCs.

Staff has held ongoing meetings with subject matter experts and representatives of the Department of General Services (DGS) to identify which system(s) will meet the needs of the RSTCs.  In October 2012, the specifications for the new FOS systems were completed.  DGS staff has created a draft of an Invitation To Bid (IFB) designed to solicit bids from Force Option Simulator manufacturers/vendors that meet the needs of the users. The draft IFB is being reviewed by POST staff and stakeholder subject matter experts.  DGS staff anticipates the IFB will be distributed during January 2013 and expects the contract award to occur in March 2013.
ANALYSIS:
POST regulations require officers to complete Perishable Skills Program (PSP) training every 24 months. PSP training topics include driving, firearms, arrest and control/use of force, and tactical communications. These are critical skills areas that are frequently high liability factors for law enforcement agencies and peace officers alike. The underlying reason for the PSP requirement is that certain psycho-motor skills and attendant decision-making deteriorate over time and need to be refreshed.

Driving simulator (LEDS) and force option simulator (FOS) training are vital components of the effort to provide effective perishable skills training to California peace officers.
