ISSUE:
Report on SPO B.12.08 – Study the Feasibility of Establishing Instructor Training Requirements for the Public Safety Dispatcher Instructors for the Public Safety Dispatcher Course.
BACKGROUND:
In 2009, staff developed an Academy Instructor Certification Course (AICC) for Public Safety Dispatcher (PSD) instructors who teach in the PSD basic course. The course has been presented nine times throughout the state since its development and has received positive feedback. Staff has received inquiries from stakeholders and PSDs to consider implementation of this training as a requirement for PSD basic course instructors. As such, staff has begun exploring the impact this requirement would have on affected presenters.
ANALYSIS:
Staff developed the Academy Instructor Certificate Program (AICP) to promote general instructional excellence in instructors who teach Regular Basic Course (RBC) curriculum.  The focus of AICP is on effective delivery of content, and consists of three components: initial instructor training and certification by completion of AICC or an equivalency process; possession of a valid Academy Instructor Certificate; and a triennial recertification requirement.

The AICC, a single, entry level requirement for teaching in the RBC, became effective in 2008, and provided academies a three year period to comply. The POST Instructor Development Institute (IDI) presents over AICC classes per year, several 8-hour instructor development courses and an annual 24-hour symposium. These training opportunities ensure academy instructors remain compliant with the triennial recertification requirement.

As awareness increases within the PSD profession, so do efforts to enhance the standards and quality of instruction for students in the PSD Basic Course. During a PSD Advisory Council meeting in October 2012, members overwhelmingly supported an instructor standard based on the AICC for instructors in the PSD Basic Course. This proposed requirement was considered by the Instructor Standards Advisory Council at its October 2012 meeting. Members were supportive if sufficient funding (e.g., reimbursement by Letter of Agreement) was available. Additionally, there are 28 presenters of the PSD Basic Course. Staff is currently surveying these presenters to determine the feasibility of establishing instructor training requirements for PSD instructors of the PSD Basic Course. A final report and recommendation will be submitted to the Commission at its June 2013 meeting.
