ISSUE:
Should the Commission authorize the Executive Director to contract with an entity to facilitate updating the POST Strategic Plan, in an amount not to exceed $132,250?  
BACKGROUND:
Since 1996, the Commission has used strategic planning to commit resources and guide the work of staff toward completion of objectives that are meaningful to POST’s stakeholders. The POST Strategic Plan has been updated several times since its inception. The plan most recently underwent comprehensive updating in 2008 via a tiered process that included a cross-section of POST staff and a wide array of stakeholders.  The outcome was a reformulated plan consisting of four goals and 36 objectives, which was approved for implementation by the Commission during April 2008. Sixteen objectives remain active.  
ANALYSIS:

In conjunction with SMEs, consideration was given to several key aspects of the plan development process: length of the time to be allocated for plan creation, time span to be encompassed within the strategic plan, composition of the team crafting the plan, identification of key stakeholders, methods for gathering information (interviews, surveys, focus groups, etc.), and recognition that a strategic plan is a dynamic document and its structure must provide for ongoing adjustments. Commissioners and Advisory Committee members will be involved in key phases of the strategic plan development and review processes.

The following is a progression of steps anticipated to be undertaken, using data derived through interviewing and surveying stakeholders (see Attachment A), in formulating the update of the POST Strategic Plan:

  • Clarify POST’s formal and “informal” organizational mandates.
  • Identify POST’s distinctive competencies and assess those capabilities relative to the organization’s critical success factors.
  • Determine the needs of stakeholders.Identify the strategic issues challenging POST.
  • Review the environmental scan developed by the POST Future Vision Team.
  • Review the articulation of vision, values, and mission.
  • Develop goals, objectives, and strategies responsive to stakeholder input and strategic issues.
  • Determine performance measures for assessing outcomes and assign accountability.
  • Develop a strategic plan implementation process.
  • Develop a system for monitoring progress toward achieving the strategic plan’s objectives.

While outside expertise will be employed to facilitate data collection and strategic plan formulation, POST staff’s expertise in graphic arts and survey distribution will be employed to defray expenses.       

RECOMMENDATION:
Staff recommends that the Commission authorize the Executive Director to enter into a contract with an entity to facilitate updating the POST Strategic Plan, in an amount not to exceed $132,250.
