ISSUE:
This is an informational report on the process for review and certification of self-paced training courses.
BACKGROUND:
Per Commission Regulation 1052(b), each self-paced training course certification request shall be evaluated in accordance with the following factors:
(1) Need and Justification for Course
(2) Course Content
(3) Proposed Continuing Professional Training Hours
(4) Estimated Completion Time for a Course
(5) Estimated Completion Times for Individual Learning Activities and Evaluations
(6) Qualification of Course Developers (Reference Regulations 1070 and 1071 for minimum training standards)
(7) Potential Clientele and Volume of Trainees
(8) Course Objectives
(9) Learning Activities that Support the Course Objectives
(10) Evaluation Activities that Determine if the Course Objectives Were Met

Self- paced courses are web based courses. Examples of these courses can be found on the POST Learning Portal. These courses are designed to be completed by the student, online, without instructor interaction.
ANALYSIS:
There are two ways self-paced courses can come to the attention of staff:

1. A presenter wants to create an online, self-paced, course for certification, or
2. A presenter wants to certify existing self-paced training from an established website.

Staff from the Training Delivery and Compliance Services Bureau and the Learning Technology Resources Bureau have met and created a process for both of the above scenarios. Per Commission Regulation 1053 a presenter will first contact his/her Regional Consultant to determine if an unmet training need exists. If the need exists, the presenter will submit forms requesting self-paced course certification and documenting course creator qualifications. Course content will be reviewed and approved by the Regional Consultant and given to staff from the Learning Technology Resources Bureau for follow-up with the presenter and ensure compliance with Commission Regulation 1052(b).

Self-paced courses are web-based and completed online. Another type of online course is a webinar.  Webinars are usually one-time, one-topic presentations. It is typically one-way, from the speaker to the audience with limited audience participation or interaction, usually in the form of asking questions via text or phone. The student logs on and watches on his/her computer or can watch in a group setting. Webinars are considered facilitator-led classroom training, not self-paced training, that are being broadcast over the internet. Currently, taped viewings of a webinar are not considered eligible for course certification. There is no method to interact with an instructor, validate viewing and assess learning.

Staff is assessing options regarding the certification of other types of online course delivery. A recommendations regarding the appropriate categorization and/or certification of other forms of online courses will be made to the Commission at a later date.
