ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into a contract with an entity to present LEDS Instructor update training and to update the Driver Awareness Instructor Course Manual and the Emergency Vehicle Operations Course Instructor Manual in an amount not to exceed $61,150.00?
BACKGROUND:
At its October 2008 meeting, the Commission received the Driver Training Study, Volume I and approved implementation of the recommendations in the report.  One of the recommendations was to enhance driver training curriculum in the Regular Basic Course. 

The Commission directed the development of an academy-based pilot program which would incorporate four components into Learning Domain (LD) 19 Vehicle Operations. This included adding a speed component, night driving, the use of interference vehicles and Law Enforcement Driving Simulators (LEDS).

The old LEDS scenarios were revised to accommodate the new simulators.  As a result, a 16-hour LEDS instructor update course was developed to incorporate the revised scenarios and to provide instruction in best practices learned during the pilot and how to minimize SAS.

At the same time, the Driver Awareness Instructor Course Manual and the Emergency Vehicle Operations Course Instructor Manual were found to be out of date and have errors and inconsistent information.
ANALYSIS:
With the purchase of the LEDS and their incorporation into the basic training, it is necessary to train the LEDS instructors on the presentation of the updated scenarios as well as the techniques developed to mitigate SAS.  To support the training requires an update of the Driver Awareness Instructor Course Manual and the Emergency Vehicle Operations Course Instructor Manual.  The funding will allow for ten 16-hour LEDS Instructor Update courses and the update of the manuals that support the training and operation of the vehicle operations program. 
RECOMMENDATION:
Staff recommends that the Commission authorize the Executive Director to enter into a contract with an entity to present LEDS Instructor Update Training and to update the Driver Awareness Instructor Course Manual and the Emergency Vehicle Operations Course Instructor Manual in an amount not to exceed $61,150.00.
