ISSUE:
Should the Commission authorize the Executive Director to use funding previously approved by the Commission for the presentation of critical thinking training to contract with a qualified presenter to provide AICC courses for basic training instructors in an amount not to exceed $145,998?
BACKGROUND:
At the February 28, 2013 POST Commission Meeting, the Commission authorized the expenditure of $150,000 to provide critical thinking training to the Oakland Police Department.  Oakland Police Department recently advised POST they are unable to enter into this agreement as they are under court order to provide higher priority training.  

POST Regulation 1009 requires basic academy instructors to complete the AICC prior to teaching in the RBC. An increased demand for the AICC courses has caused a backlog of students requiring this training.  Additional courses are required to meet this demand.
ANALYSIS:
Many law enforcement agencies have begun hiring after a downturn in the economy forced layoffs and academies to suspend basic training.  As academies begin providing basic training, they find that many of their previous instructors are retired or unavailable.  These academies need to prepare new instructors and ensure they attend the AICC in order to teach basic training.

The limited availability of the AICC presentations causes delays for academies that need to present basic training. The funds originally approved by the Commission for critical thinking training can be reallocated to provide nine additional AICC courses which will alleviate the current backlog and allow academies to resume training.

POST will continue to seek opportunities to pilot the Critical Thinking Training.

The course budget breakdown for the AICC presentations is reflected in Attachment A. 
RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to use funding previously approved by the Commission for the presentation of critical thinking training to contract with a qualified presenter to provide AICC courses for basic training instructors in an amount not to exceed $145,998.
