ISSUE:
Should the Commission approve, subject to the Notice of Proposed Regulatory Action process, the proposed revision of Commission Regulation 1082 described in this report?
BACKGROUND:
At its October 2008 meeting, the Commission received the Driver Training Study, Volume I and approved implementation of the recommendations in the report. One of the recommendations was to enhance driver training curriculum in the Regular Basic Course (RBC). The Commission directed the development of an academy-based program which would incorporate four components to Learning Domain (LD) 19 Vehicle Operations: Law Enforcement Driving Simulators (LEDS), a speed component, night driving and the use of interference vehicles. 

As part of an ongoing process, staff reviews regulations and procedures related to basic courses to determine if revisions are necessary. The process was facilitated by staff with input by subject matter experts from the Vehicle Operations & Training Advisory Council  (VOTAC) and with the Learning Domain (LD) 19 Pilot Advisory Council.  The outcome from these workshops included recommendations for updating Commission Regulation 1082 to include course hours and prerequisite information.  The recommendations were reviewed by the Consortium Advisory Council (CAC), and presented to the Consortium at large for adoption. The recommended changes clarify training requirements for in-service Driver Training instructors.  
ANALYSIS:
The proposed changes to the Commission Regulations (Attachment A) were the result of a regularly scheduled review. 

The following regulation is affected:    
1082.    Minimum Content Requirements for Instructor Courses
The regulation has been updated to add course hours and prerequisite information to the driver training instructor courses. The recommended changes in regulation were reviewed and approved by the Consortium Advisory Council and the Consortium of Academy Directors. The recommended changes were also reviewed with the presenters of the Regular Basic Course, modular format.
RECOMMENDATION:
Staff recommends that the Commission approve amendments to Commission Regulation 1082 as described in the report, subject to the Notice of Proposed Regulatory Action process.
