ISSUE:
Should Strategic Plan Objective C.9.08, Study the feasibility of creating an FTO/PTO type program and workbook for new first-line supervisors, be deleted as completed?
BACKGROUND:
Strategic Plan Objective C.9.08 proposed a study of the feasibility of creating an FTO/PTO-type program and workbook for new first-line supervisors. This objective was based in part upon the fact that many new sergeants perform supervisory duties for up to a year before being able to attend the mandated Supervisory Course.  Also, many agencies utilized acting sergeants in a supervisory capacity for a temporary or long-term basis.

POST conducted a survey of executive level personnel to ascertain their support of the creation of an FTO/PTO type program that agencies could use for acting and new supervisors. One-hundred fifty-five executives responded, and while there was some interest in the creation of this program, the majority of the responses indicated agencies would not be willing or able to commit to the implementation of a formal training program.  The overwhelming request was for training resources that could be accessed online with enhancement through mentoring and short in-house sessions. 

Additional interest was expressed for training specifically for officers or deputies who are assigned as acting sergeants.
ANALYSIS:
In response to the survey, staff created a list of resources available on the POST website and Learning Portal comprised of, but not limited to, the following:
  • The Commission approved Supervisory Course Topics and Objectives document that delineates the course subjects mandated in the POST Administrative Manual Section 1005(b). The document provides the course objectives and learning activities enabling a newly promoted sergeant insight into critical training areas such as: accountability; communications in a diverse workforce; conflict management; counseling; critical incident management; decision-making models; employee relationships; ethical decision-making; evaluating employees; feedback: giving and receiving; internal affairs investigations; leadership styles and behaviors; power and authority; recognizing and documenting employee performance; role identification and transition; stress management; team building; training employees, and values.
  • The Case Law Today Series provides new supervisors with recent court decisions impacting their officers in the field. It also provides them with valuable information to be distributed during briefings and other training sessions.
  • The Preventing Law Enforcement Suicide video provides new sergeants areas to be cognizant of when officers are experiencing significant stress in their personal and professional lives.
  • The Victims of Violence video provides new sergeants with critical information and case law associated with victims of violence.
  • Direct links to the POST Library, video resources catalog, suggested reading lists, and current course presenters.  
All of the aforementioned information can be located at the POST website link http://www.post.ca.gov/supervisory-course.aspx.   Staff will continue to update this site with current and relevant information for new sergeants.  

POST Bulletin 2014-03 has been released to the field alerting agencies to these resources with live links to each one.

Staff will research the availability of existing training courses for acting supervisors and/or the development of a non-mandated course to meet this need.
RECOMMENDATION:
Staff recommends that Strategic Plan Objective C.9.08, Study the feasibility of creating an FTO/PTO type program and workbook for new first-line supervisors, be deleted as completed.
