ISSUE:
This is an informational report on the efforts to address POST's facility needs.
BACKGROUND:
POST Headquarters has been located at 1601 Alhambra Blvd. in Sacramento for 30 years.  The current location is a historic Cannery built between 1912 and 1918.  Over the years the building has been remodeled to be compliant with current building standards. Earthquake retrofitting caused large metal beams to run exposed throughout the building encroaching on staff work space.  POST staff is divided on 2 floors, bureaus are isolated and there is no contiguous flow to the layout.  The main elevator is a continual safety concern as it is regularly inoperative.

POST staff has worked with the building owners throughout the years to add office space and remodel as POST expanded.   No further remodeling can be done without significant cost to meet the future needs and vision of POST.
ANALYSIS:
In the last five years the rent at the current facility has increased approximately 15%.  In November of 2013 rent increased another 3%.  The current lease expires in October 2014 and another rent increase is anticipated.  Effective January 29, 2014, the building owner instituted paid parking for tenants and visitors.  Monthly cost to staff to now park at the Cannery is approximately $500.  This creates a significant financial hardship for staff.

POST staff conducts numerous mandatory training courses and facilitated Subject Matter Expert workshops.  Existing training room space is limited and non-functional for effective facilitated training. POST, therefore, spends approximately $400,000 per year on hotel room rentals for meetings and training due to the limited space in the current facility. Staff envisions an immediate cost savings if select POST workshops and courses could be presented at POST Headquarters.

Between the anticipated rent increase and the cost to perform another significant remodel at the current facility to meet the needs of POST would be greater than to move to an existing vacant property. As a result of efforts initiated earlier in the year, the Department of Finance approved staff's proposal for a new facility. Expenditures will be allocated from POST's Administration funds with no impact to field services.

The Department of General Services is currently leading negotiations in efforts to find a new facility with free parking for staff and visitors.  The Executive Director's vision is to have all business functions on one floor with a separate area for modern training rooms.
