ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to contract with an entity for support of the Executive Development Course (EDC) during FY 2014-15 in an amount not to exceed $174,156?
BACKGROUND:
The EDC is designed for all sworn executive managers in the POST program of the rank of lieutenant and higher who have completed the Management Course.  An agency chief executive must successfully complete the EDC to receive the Executive Certificate.  During FY 2013-14 the six presentations of the 80-hour EDC were filled to capacity.  The amount of the EDC contract for FY 2013-14 was $319,512.
ANALYSIS:
In FY 2014-15, EDC will be reduced from six presentations to four presentations.  The reduction is necessary to address a revenue shortfall.  Based upon recent experience, it is anticipated all sessions will be filled.  Each presentation of the EDC allows for a maximum enrollment of 25 students.  The EDC applies contemporary adult learning principles and addresses a variety of executive-level content that includes learning exercises, reading assignments, and group projects.  The cost to contract for the presentations of the EDC for FY 2014-15 will not exceed $174,156.  Attachment A reflects the cost breakdown.
RECOMMENDATION:

Staff recommends that the Commission authorize the Executive Director to enter into a contract with an entity to provide support for the EDC program during FY 2014-15 at a cost not to exceed $174,156.
