ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to contract with California State University, Long Beach, or other entity, for presentation of the Sherman Block Supervisory leadership Institute (SBSLI) course during FY 2014-15, in an amount not to exceed $2,043,357?
BACKGROUND:
In 1987, the Supervisory Leadership Institute (SLI) was created as a 192-hour leadership development program.  The curriculum was designed to develop the first line supervisor's individual, interpersonal, group, inter-group, and organizational leadership skill-sets.  In 1998, SLI was renamed the Sherman Block Supervisory Leadership Institute (SBSLI), in honor of former Los Angeles County Sheriff and POST Commissioner for several terms, Sherman Block. Each class has a maximum enrollment of 24 students and consists of one three-day session each month for eight months.  During FY 2013-14, the SBSLI budget totaled $2,043,357.
ANALYSIS:
The SBSLI program continues to model supervisory growth and development of qualities necessary for effective public safety leadership.  One of the program's eight sessions is held at the Simon Wiesenthal Center - Museum of Tolerance (MOT) and is co-hosted by facilitators from both SBSLI and MOT. The MOT has adapted its curriculum to be compatible with SBSLI concepts. 

Facilitator development meetings are regularly convened to update curriculum and examine instructional methodologies.  The SBSLI continues to be one of the POST programs most sought after by supervisory personnel.  Despite budgetary and personnel shortages, law enforcement agencies have continued to submit application requests at a rate that exceeds the maximum enrollment.  Eighteen classes start each fiscal year and meet monthly at one of three locations; Concord, Garden Grove, or San Diego.  During FY 2014-15, 17 classes will graduate.  Attachment A reflects a cost breakdown of the SBSLI program for FY 2014-15, which is the same amount as last year.
RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to enter into a contract with California State University, Long Beach, or another entity, to present the SBSLI program during FY 2014-15 in an amount not to exceed $2,043,357.
