ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to renew the Interagency Agreement with the Department of Technology Services (DTS) for a one-year period in an amount not to exceed $121,795 for provision of the web-hosting and software maintenance and support for POST's Testing Management and Assessment System (TMAS) for FY 2014-15? 
BACKGROUND:
POST has an interagency agreement with DTS that assures the reliability of the hardware and computing environment that is necessary to run TMAS and also manages the software maintenance contract with Crown Pointe Technologies for system upgrades, fixes, new releases, and support to users, including real time troubleshooting, for POST’s TMAS Academy site licenses. The role of DTS in this contract has been consistent with State contractual standards.
ANALYSIS:
In FYs 2008-09 and 2009-10, Crown Pointe agreed to provide required software maintenance and support at a cost of $750 per site for a total of $75,000 to cover all 100 site licenses. DTS agreed to provide Web-hosting and hardware maintenance and support for a cost of $62,120, which included managing the Crown Pointe software maintenance services contract.

In FY 2010-11 a review by staff resulted in a reduction of site license requests from Crown Pointe incurring an $18,750 reduction in contract costs.

The Crown Pointe site license fee for FY 2014-15 is to be $775 per site. Crown Pointe's cost for the 77 sites is $59,675.

For FY 2014-15, it is anticipated that DTS will continue to provide Web-hosting and hardware maintenance and support for an annual cost of $62,120, which includes managing the Crown Pointe software maintenance services contract (at a cost of $58,000 per year). These funding levels are consistent with the amounts authorized in FY 2011-12 and FY 2012-13.  The total anticipated contract with DTS for FY 2014-15 is $121,795.

RECOMMENDATION:
Staff recommends that the Commission authorize the Executive Director to renew the Interagency Agreement with the Department of Technology Services for TMAS Web-hosting and hardware and software support for a one-year period, for FY 2014-15 for an amount not to exceed $121,795.
