ISSUE:
Should the Commission authorize the Executive Director to renew the interagency agreements with Alameda County District Attorney’s Office and Golden West College and/or other appropriate entities for the continued production and online presentation of legal update video programs during FY 2014-2015 in an amount not to exceed $415,093? 
BACKGROUND:
For FY 2013-2014, the Commission approved $415,093 for the production and online presentation of 72 Case Law Today DVD training video segments ($338,295) and the annual 2014 Legal Update telecourse training video program ($76,798).  The Alameda County District Attorney’s Office and Golden West College have collaborated with POST on this special collection of legal update video segments for more than 23 years.  These programs continue to provide effective roll-call or briefing training tools. 

The Case Law Today video series has enabled agencies to remain current on important changes in case law without the expense of travel to training locations.  Additionally, the customized series offers the convenience and technical advantages of interactive, online streaming video.  The Case Law Today series offers six segments monthly (three from the Alameda County District Attorney’s Office and three from Golden West College), each presenting the latest information and analysis of recent court decisions.  Presenters of these segments include a California Appellate Court judge, a California Superior Court judge, a Senior Assistant District Attorney from Alameda County, and special counsel to the
Los Angeles County District Attorney’s Office.

The Legal Update training program is released annually each January.  This video provides a comprehensive overview of new legislation and case law decisions that affect California law enforcement in the new year.  Leading subject matter experts present numerous new laws and case decisions that may have significant impact on how peace officers perform their jobs and enforce laws.  The interactive training video is designed for either facilitator-led or self-paced training sessions and features a companion Reference Guide for printing and downloading via the POST website.
ANALYSIS:
POST has produced these comprehensive collections of legal update and case law update segments since 1990.  Cases are carefully selected for timeliness and relevance to the needs of the law enforcement community.  POST distributes the Case Law Today series to more than 65,000 potential users online via the POST Learning Portal. 

The annual Legal Update, which is segmented and offers a total of two hours of training, is formatted to allow users to download the video assets to mobile devices and smart phones for on-demand viewing and reference in the field.  The 2015 Legal Update will be offered exclusively online via the POST Learning Portal and will also be converted for the option to download program segments. 

Both of POST’s comprehensive legal update training video programs allow law enforcement personnel to remain current on important changes in law without the added time and expense of travel to training locations.

The renewal of the proposed contracts is $72,000 for Alameda County District Attorney’s Office (Case Law Today series production) and $343,093 for Golden West College (Case Law Today series production and 2015 Legal Update program production).  A breakdown of these expenses is included in Attachment A.  
RECOMMENDATION:
Staff recommends that the Commission authorize the Executive Director to renew the interagency agreements with Alameda County District Attorney’s Office and Golden West College and/or other entities for the continued production and online presentation of legal update video programs during FY 2014-2015 in an amount not to exceed $415,093.
