ISSUE:
Should the Commission authorize the Executive Director to renew contracts with POST Regional Skills Training Centers and/or others that provide Driving Simulator and Force Options Simulator training for FY 2014-15 in an amount not to exceed $1,273,847?
BACKGROUND:
Since FY 2000-01, POST, through it's Regional Skills Training Center (RSTC) program, has contracted with presenters to provide required driving and use of force perishable skills training to in-service peace officers throughout the state. This training may be accomplished through the use of law enforcement driving simulator (LEDS) and force options simulator (FOS) systems.  The FY 2013-14 budget approved by the Commission for LEDS and FOS training totaled $2,146,481.40. The contracts included course presentation costs (e.g.,instructors, student supplies, and equipment).
ANALYSIS:
POST regulation requires in-service peace officers to complete 14 hours of perishable skills training every 24 months.  These skills include training in arrest and control techniques, communications, driving and tactical firearms. These skills are high liability and managed risk areas for peace officers and law enforcement agencies. The underlying reason for the perishable skills requirement is that certain psycho-motor skills need to be regularly refreshed.  LEDS and FOS systems are  available to law enforcement and used by many agencies throughout the state to address decision-making related to driving and force components of perishable skills training.

The purpose of contracting for LEDS and FOS training is twofold:
1) to assist peace officers in meeting the biennial perishable skills training requirement, and 2) to provide them with hands-on critical skills training.

Authorization by the Commission to renew these contracts would ensure that presenters throughout the state that provide LEDS and/or FOS training can meet the critical need for this training.  A breakdown of the training costs and the identification of the contract presenters is provided in Attachment A.
RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to renew contracts with POST Regional Skills Training Centers and/or others that provide Driving Simulator and Force Options Simulator training for FY 2014-15 in an amount not to exceed $1,273,847?
