ISSUE:
This is an informational report on the merger of the Management Counseling Services Bureau and the Center for Leadership Development Bureau.
BACKGROUND:
The Management Counseling Services Bureau (MCSB) and the Center for Leadership Development (CLD) have functioned as separate bureaus for several years.  

The Management Counseling Services Bureau provides many services to local law enforcement agencies such as management studies, peace officer feasibility studies, Team Building Workshops, and Field Management Training. MCSB also has the responsibility of developing and updating the Property and Evidence Management Guide and the Law Enforcement Records Management Guide.  Upon request from an agency MCSB staff will audit the property and evidence process of the law enforcement agency making recommendations for improvements and best practices.

The Center for Leadership Development was created to infuse the concept of ethical leadership in all levels of supervision, management, command and executive training for law enforcement personnel.  CLD has responsibility for the mandated Supervisory, Management and Executive Development courses as well as the elective Sherman Block Supervisory Leadership Institute (SLI), Command College and Chief Executive Regional Workshops. 

When the bureau chief of CLD left POST, staff did an analysis of the functions of both bureaus and concluded that a merger would be advantageous to the operation of both CLD and MCSB, and provide an opportunity to better serve the field.
ANALYSIS:
Staff determined that many management studies reveal information and practices that can be of value to supervisors, managers, command staff and executives throughout the state. Trends and issues regarding organizational structure, workload, policy and procedures and lessons learned, can be incorporated, when applicable, into the leadership courses and shared in the chief executive workshops. 

MCSB staff will be more familiar with the most current training provided to law enforcement leaders which will enhance their perspectives when analyzing the management issues of an organization.

The bureau is renamed Management Counseling/Leadership Bureau (MCLB), and is under the direction of the original MCSB bureau chief.  The MCLB is assigned to Standards and Development Division.
