ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to renew contracts with Napa Valley College and the San Diego Regional Training Center or other entities for presentation of Instructor Development Institute Training Program courses for FY 2014-15 in an amount not to exceed $1,509,247?
BACKGROUND:
POST Regulation 1009 requires instructors in a Regular Basic Course (academy) to comply with the requirements of the Academy Instructor Certification Program (AICP).  This program includes successful completion of the Basic (Academy Instructor Certification) Course and subsequent triennial recertification. 

POST contracts with two entities for presentation of Instructor Development Institute (IDI) training courses. Napa Valley College (NVC) presents instructor courses at the Basic and Intermediate levels for law enforcement trainers, and Basic and Specialized levels for public safety dispatchers. San Diego Regional Training Center (SDRTC) presents instructor training courses at the Advanced and Master levels for law enforcement trainers, and hosts the annual Law Enforcement Instructor Training Symposium.
ANALYSIS:
To provide the POST mandated AICC training and successive IDI courses, POST has contracted with presenters who are strategically located to facilitate this training within reasonable commuter distance for students statewide.

POST also contracts for several one-day instructor development training courses that assist instructors to meet the triennial recertification requirement of eight hours every three years.

The contract with Napa Valley College includes the IDI training for instructors of the Public Safety Dispatcher's (PSD) Basic Course.

The AICC/IDI programs not only allow students to meet POST Regulation requirements but enhances their course development and facilitation skills which raises the quality of the courses presented at the basic and in-service levels.

The FY 2014-15 training contract for NVC totals $993,259 which includes maintaining general oversight, administration, presentation of Public Safety Dispatcher IDI courses, and coordinating the PSD curriculum development workshops.

The FY 2014-15 training for SDRTC is $514,988 which includes program management, Advanced and Master IDI level course presentations, IDI website and extranet maintenance, POST Course Quality Assessment and the Instructor Training Symposium.   

A breakdown of the expense of the IDI contracts is provided in Attachment A.
RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to renew contracts with Napa Valley College and the San Diego Regional Training Center or other entities for presentation of Instructor Development Institute Training Program courses for FY 2014-15 in an amount not to exceed $1,509,247?
