ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to renew the contract with the South Bay Regional Public Safety Training Consortium or another entity for the Course Quality Assessment Program in an amount not to exceed $64,962 for FY 2014-15?
BACKGROUND:
POST Strategic Plan Objective B.15.08 directs staff to develop methods to effectively assess the quality of POST-certified training courses and instructors. In January 2011, POST contracted with the South Bay Regional Public Safety Training Consortium to provide Master Instructor consultants to facilitate development of a Course Quality Assessment Program (CQAP). The consultants, in conjunction with staff and subject matter experts, identified course and instructor performance dimensions and observable behaviors and from this input, developed evaluation forms and a scoring methodology.  Pilot testing of the evaluation rubrics occurred between August 2011 and July 2012.  Courses utilized for the pilot test were randomly selected from the POST Course Catalog.  The pilot test results validated the rubrics and they have been put into use.
ANALYSIS:
The CQAP measures law enforcement instructor quality, evaluates the instructor use of adult learning methods and techniques, and assesses the quality of POST-certified training courses, consistent with the objectives of POST’s Instructor Development Institute.

CQAP evaluator training courses are offered annually for the purposes of identifying additional course evaluators for use in the program and also to provide training on the use of the rubrics by agencies interested in evaluating their own courses. Courses identified for assessment are made by random selection from the POST Course Catalog or upon request from a POST regional consultant. The training presenters are contacted in advance, informed of the CQAP and notified of the scheduled date for evaluation. 

Increased assessments are proposed for FY 2014-15, and include completion of rubric reports, travel, development of course review schedules, and presentation of an additional evaluator course.  Evaluators are paid upon completion of each course review and submission of the evaluation report(s).   

This contract is for a total of 1,040 hours not including 12 hours for CQAP evaluator training.  Total number of courses audited will vary depending of the total number of hours per course.  The cost breakdown for this couse is reflected in Attachment A. 
RECOMMENDATION:
Staff recommends that the Commission authorize the Executive Director to renew the contract with the South Bay Regional Public Safety Training Consortium or another entity for the Course Quality Assessment Program in an amount not to exceed $64,962.
