| Should the Commission authorize the Executive Director to renew contracts with current presenters or other entities for courses for the Robert Presley Institute of Criminal Investigation (ICI) Program for FY 2014-15 in an amount not to exceed $3,656,397? |
| BACKGROUND: |
In 1995, pursuant to Penal Code section 13519.9, the Commission established an advanced training program called the Robert Presley Institute of Criminal Investigation (ICI) to meet the needs of criminal investigators.
POST currently contracts with the following eight entities for presentation of the ICI training courses throughout California: Sacramento State University, State Center Regional Training Center - Fresno/Fresno City College, Los Angeles Police Department, Los Angeles Sheriff's Department, San Diego Miramar College, San Francisco Police Department, San Diego Regional Training Center, and South Bay Regional Public Safety Training Consortium.
Presenter contracts include course presentation costs, equipment acquisition and course research and development. |
| ANALYSIS: |
ICI provides cutting-edge training to prepare investigators to meet and manage the challenges of rapidly changing criminality.
This program consists of a core investigations course, 14 foundation specialty courses (e.g., Sexual Assault Investigation, Child Abuse Investigation, Officer Involved Shooting) and a series of investigative elective courses.
The Institute includes the use of eight approved presenters located around the state. This training is offered without tuition cost for participants in the POST Reimbursement Program.
