Should the Commission authorize the Executive Director to contract with community colleges, law enforcement agencies, and/or other entities for presentations of the Supervisory Course for FY 14-15, in an amount not to exceed $284,130? |
BACKGROUND: |
The 80-hour POST Supervisory Course is mandated by Commission Regulation 1005 (b) for peace officers promoted, appointed, or transferred to a first-line supervisory positions. Other officers may attend the course if they might be promoted as first-line supervisors within 12 months or are assigned to quasi-supervisory positions.
Presenters of the Supervisory Course include both community colleges and law enforcement agencies. Community colleges present the course using State Full-Time Equivalency (FTE) revenue to support the training. Law enforcement agency presenters use their staff to instruct and may receive FTE funds through an affiliation with a local community college. In many cases, FTE funding is insufficient to offset actual presentation costs and expenses. The Commission has previously authorized subvention of expenses in excess of FTE funds.
During FY 2013-14 two presenters were added to the contract bringing that contract amount to $284,130.00. This is the same amount requested for FY 2014-15. |
ANALYSIS: |
During FY 2014-15, POST estimates 1,230 persons may attend the Supervisory Course. With a maximum class size of 30 students per presentation, 41 presentations of the Supervisory Course will be required to accommodate the projected number of students. The requested amount will be allocated as reflected in Attachment A. |
RECOMMENDATION: |
Staff recommends that the Commission authorize the Executive Director to enter into contracts with community colleges, law enforcement agencies, and/or other entities to present the Supervisory Course for FY 2014-15, for a total amount not to exceed $284,130. |
