ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into a contract with the Simon Wiesenthal Center, Museum of Tolerance for the delivery of Tools for Tolerance training programs for law enforcement for FY 2014-15 in an amount not to exceed $1,556,000?
BACKGROUND:
In 1996, the California legislature allocated $2,000,000 to POST to provide experiential training in diversity and tolerance for law enforcement officers.

Since that time POST has contracted with the Simon Weisenthal Museum of Tolerance to present these unique and dynamic courses and the museum experience to thousands of law enforcement personnel. Of the $2,000,000, POST has retained $444,000 each year to reimburse agencies for travel and per diem in conjunction with travel to Los Angeles where the museum is located.

The remaining $1,556,000 has been available to the Museum of Tolerance for the presentation of law enforcement training.
ANALYSIS:
The $2,000,000 for “Tools for Tolerance” training will be allocated during FY 14-15, and the Museum of Tolerance will provide training for local law enforcement employees.  In addition, the training will be available to personnel from State law enforcement agencies (e.g., Department of Justice and California Highway Patrol) and officers from the Department of Corrections and Rehabilitation on a tuition-free basis, with limited reimbursement for travel and per diem. Enrollment of officers from State agencies will be on a space available basis, with priority for attendance accorded to local law enforcement personnel.

POST will retain $444,000 of the total $2,000,000 for agency travel and per diem for all approved law enforcement personnel.  Allocation of the $1,556,000 in the contract is described in Attachment A

Student evaluations and conversations with museum staff continue to be positive, and agency executives express a continued need to provide this training to their personnel.
RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to enter into a contract with the Simon Wiesenthal Center, Museum of Tolerance for the delivery of Tools for Tolerance training programs for law enforcement for FY 2014-15 in an amount not to exceed $1,556,000.
