Should the Commission authorize the Executive Director to contract with an entity for support of the Law Enforcement Command College program during FY 2014-15 in an amount not to exceed $434,901? |
BACKGROUND: |
The Command College continues to receive widespread support from the law enforcement community, both nationally and internationally. The intensive, 18-month program places an emphasis on leadership and emerging issues that may impact the participant's agency and law enforcement in general. Contemporary leadership, strategic planning, and ethical theories and practices for the 21st century are key parts of the program and provide necessary tools for agency leaders to prepare their organizations and personnel for future challenges. The contract for this program in FY 2013-14 was $434,901. which covered 14 sessions (Class 53 through 57). |
ANALYSIS: |
The FY 2014-15 contract, in the same amount as the FY 2013-14 contract, will provide the necessary support for Command College Classes 55 through 59, including classroom, materials, facilitator, instructor, and curriculum revision costs. In addition, funds will be used for project review, futures research, curriculum revision, selection and orientation of new instructors, and funding for interview panels as the final phase of the selection process. Attachment A reflects the cost breakdown. |
RECOMMENDATION: |
Staff recommends that the Commission authorize the Executive Director to enter into a contract with an entity to provide support for the Law Enforcement Command College program during FY 2014-15 in an amount not to exceed $434,901.
