ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into a contract with South Bay Regional Public Safety Training Consortium, or another entity, for the services of an Instructor Development Institute Program Management Fellow for FY 2014-15 in an amount not to exceed $49,815?
BACKGROUND:
The Instructor Development Program continues to expand as various projects are added within the Instructor Development Institute (IDI). For many years, staff has relied on the assistance of a management fellow to provide support for training course standardization, assessment of curriculum development and delivery, and compliance with the Academy Instructor Certificate Program (AICP). The AICP was implemented in 2008 and includes initial certification and triennial recertification. The IDI Management Fellow assists with training and oversight of the program and provides law enforcement agencies with support to achieve compliance. The services of a management fellow in support of IDI are contracted on an annual basis. The existing IDI Management Fellow contract expires in June 2014.
ANALYSIS:
The IDI Management Fellow performs as a consultant to POST, the Instructor Standards Advisory Council, stakeholders and both IDI training course presenters (Napa Valley College and San Diego Regional Training Center). Additional duties of the Management Fellow include assessing curriculum development, course delivery, providing logistical support and oversight for IDI team meetings and training, acting as a mentor for instructors, and assisting presenters of the Regular Basic Course with AICP mandates.

Recently, POST expanded IDI to include training for instructors of the Public Safety Dispatcher’s (PSD) Basic Course. The Management Fellow has collaborated with staff and course presenters in curriculum development and instructional aspects of this training.  Other responsibilities of the position include standardization of instructor training, streamlining the process for course certification and enhancing overall program delivery.  There is currently insufficient POST staff to absorb the services provided by the IDI Management Fellow. Therefore, staff proposes a renewal of the contract for the IDI Management Fellow. 

Cost breakdown for the management fellow is reflected in Attachment A.
RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to enter into a contract with South Bay Regional Public Safety Training Consortium, or another entity, for the services of an Instructor Development Institute Program Management Fellow for FY 2014-15 in an amount not to exceed $49,815.
