| Should the Commission authorize the Executive Director to enter into an Interagency Agreement with California State University-Sacramento, College of Continuing Education, for the delivery of crime analysis training for FY 2014-15 in an amount not to exceed $21,705? |
| BACKGROUND: |
The Crime and Intelligence Analysis Certificate Program was developed to provide a standardized curriculum of formalized training, and subsequently a professional certification program, for California’s crime and intelligence analysts and peace officers. The goal was to significantly increase their abilities to enhance the crime suppression and criminal apprehension efforts of the state’s law enforcement agencies.
Since January 11, 1999, POST has contracted with California State University, Sacramento (CSUS), Regional and Continuing Education, for the presentation of the crime and intelligence analysis courses as directed by POST. Since that date, 176 students have successfully completed the program and obtained the certificate from CSUS. |
| ANALYSIS: |
The completion of prerequisite courses, eight courses in the certificate program, and a 400-hour mentoring in a crime or intelligence analysis unit of a law enforcement agency, qualifies the student to apply for a professional certificate in Crime Analysis, issued by the California Attorney General’s Office.
For FY 2014-15, it is anticipated that seven POST reimbursable students will attend each of eight courses that constitute the Crime and Intelligence Analysis Certificate Program. Students who are not members of the POST program will pay their own expenses directly to CSUS. The contract for FY 2014-15 is the same amount approved for FY 2013-14.

| Staff recommends the Commission authorize the Executive Director to enter into an Interagency Agreement with California State University-Sacramento, Regional Continuing Education, for the delivery of crime analysis training for FY 2014-15 in an amount not to exceed $21,705. |
