ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into recurring contracts with POST certified presenters of the Basic Driver Training Courses (EVOC), Basic Motorcycle Course, Motorcycle Update Course, and Basic Narcotics Courses during FY 2014-15 in an amount not to exceed $2,821,678?
BACKGROUND:
For many years, the Commission has contracted with various presenters to deliver high cost training courses including the Basic Driver Training course (EVOC), Basic Motorcycle course, Motorcycle Update course, and Basic Narcotics course at a per student cost established in the contracts.  During FY 2013-14, these courses were contracted with 17 presenters in an amount not to exceed $1,662,488.

On June 27, 2013, the Commission approved an increase of the per student rate to $1,000 for all Basic Driver Training Courses (EVOC) effective August 1, 2013.  This increase is based upon the implementation of the new Training and Testing Specifications, increasing the minimum hours per class and instructional staff, and higher fuel consumption.  The Commission approved increase in the EVOC per student rate increased the overall contracted amounts to a total of $2,821,678. 
ANALYSIS:
Due to a variety of factors, several academies experienced reduced attendance and presentations in FY 2013-14; however, the cost of presentations have increased.  The contracts proposed for FY 2014-15 for the Basic Driver Training (EVOC), Basic Motorcycle Training, Motorcycle Update, and Basic Narcotics course will not exceed $2,821,678 (see Attachment A).  During the fiscal year, staff may reevaluate the need to increase individual contracts to accommodate large numbers of trainees.

Contract agreements are proposed for the courses specified above with the following agencies and college presenters:
  • Alameda County Sheriff's Department
  • Allan Hancock College
  • Butte College College
  • Contra Costa Sheriff's Department
  • Fresno Police Department
  • Los Angeles Police Department 
  • Napa Valley College Criminal Justice Training Center
  • Oakland Police Department
  • Orange County Sheriff's Department
  • Riverside County Sheriff's Department
  • Sacramento Police Department
  • San Bernardino County Sheriff's Department
  • San Diego Police Department
  • Santa Rosa Training Center
  • South Bay Regional Training Consortium
  • Stanislaus County Sheriff's Office Regional Training Center
  • Ventura County Sheriff's Department
RECOMMENDATION:
Staff recommends that the Commission authorize the Executive Director to enter into recurring contracts with the agencies and colleges described above to train a maximum of 2,806 students in Basic Driver Training (EVOC), Basic Motorcycle Training, Motorcycle Update Training, and Narcotics Training courses in amount not to exceed $2,821,678 for FY 2014-15.
