ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into a contract with an entity for the services of a Management Fellow in support of the Public Safety Dispatcher Program in an amount not to exceed $80,000?
BACKGROUND:
Since 1985 POST has worked to develop training and selection standards to enhance the professionalism of public safety dispatchers. POST developed the 80-hour Public Safety Dispatcher Course, and in recent years has expanded its commitment to meeting the needs of public safety dispatchers through the creation of the Public Safety Dispatcher Advisory Council (PSDAC) and adding a PSDAC representative to the Instructor Standards Advisory Council (ISAC) and the Commission's Advisory Committee. 

In an effort to focus on expanding in-service training opportunities for public safety dispatchers, POST created the Public Safety Dispatcher Unit within the Training Program Services Bureau.  This unit was staffed by a Management Fellow with previous dispatcher experience.  The Management Fellow was assigned the responsibility of incorporating PSD-focused courses into the Instructor Development Institute (IDI) program, and the development of other in-service training based on training needs identified by the advisory and stakeholder groups.
ANALYSIS:
There is a continued need for a management fellow to coordinate the various components of the Public Safety Dispatcher Unit.  

Future plans include the development and piloting of courses such as "The Public Safety Dispatcher's Role in Officer Safety" and "Handling In-Progress Calls and Active Shooter Incidents".  

The management fellow will also serve as the liaison to the Public Safety Dispatcher Advisory Council.   

To maintain consistency and momentum of the program POST will contract with the current Management Fellow at $40.00 for up to 2,000 hours.     
RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to enter into a contract with an entity for the services of a Management Fellow in support of the Public Safety Dispatcher Program in an amount not to exceed $80,000?
