ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into a contract with Corona Solutions to assist with conducting patrol workload studies for a period of three years in an amount not to exceed $210,000?
BACKGROUND:
POST is required pursuant to Penal Code Section 13513 to conduct management studies when requested by law enforcement agencies at no charge. This function is managed by the Management Counseling Leadership Bureau (MCLB).  These studies range from property and evidence room reviews to entire organizational analysis including patrol workload studies. 

In July 2011, POST entered into a contract with Corona Solutions for data retrieval and processing services necessary to conduct patrol workload studies. POST receives several request per year and the Corona Solutions is a software program that accommodates the rapid extraction and compilation of data directly from agency's Computer Aided Dispatch(CAD) systems. This has assisted staff to efficiently and quickly complete studies that provide greater detail, data breakdown and comparison and can provide accurate statistics that support patrol work load deployment recommendations made to agencies.  

This program has allowed staff to better address the backlog of requests.
ANALYSIS:
Management Counseling Leadership Bureau currently has 16 active studies and 4 studies unassigned.  These studies are complex and time consuming and can take from two to eight months to complete.  Agencies continue to request management counseling services at a pace that shows little indication of slowing.

The majority of requests are from small (25 or less sworn) and medium (99 or less sworn) law enforcement agencies  that do not have the personnel or financial resources to conduct these studies in-house.  These agencies make up 88.3% of all POST agencies.

There are many manufacturers of Computer-Aided Dispatch (CAD) systems used by law enforcement.  These CAD systems capture relevant data about calls for service and officer initiated activity; however, the manner in which the data is collected, stored and retrieved varies in each system. Accessing the data needed to perform a workload study is facilitated through the use of the Corona Solutions program.  Staff does not have the resources to efficiently extract the patrol deployment data from these various CAD databases without using a program like Corona Solutions.  The Corona Solutions program is vital to allowing staff to keep up with the demands of the field and completing services mandated by legislation. 

The cost breakdown for services is reflected in Attachment A.
RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to enter into a contract with Corona Solutions to assist with conducting patrol workload studies for a period of three years in an amount not to exceed $210,000.
