An act to amend Section 980 of the Labor Code, relating to employment.

This bill would prohibit barring employers from requiring or requesting an employee (or respective employee) to disclose their private username or password for the purpose of accessing their social media accounts apply to both public and private employers.  Specifically, the bill defines "employer" as the state, a city, a county, a city and county, or a district.

Not signed by the Governor.  Returned to author with direction to amend bill language based on concurrence with law enforcement stakeholders.  To be reconsidered during January 2014.

An act to add and repeal Section 830.15 of the Penal Code, relating to peace officers.

This bill changes the peace officer status of airport law enforcement officers regularly employed by Los Angeles World Airport (LAWA) to peace officers whose authority extends to any place in California, as specified.

An act to add Section 13515.30 to the Penal Code, and to amend Sections 4427.5 and 15630 of the Welfare and Institutions Code, relating to disabled persons.

This bill requires the Commission on Peace Officer Standards and Training (POST) to, by July 1, 2015, develop a course on investigations of  abuse of residents of state mental hospitals and developmental centers and requires mandated reporters to report specified forms of serious abuse of persons in state mental hospitals and developmental centers to both local law enforcement and state investigators immediately, but no later than two hours.

An act to add Section 26613 to the Penal Code, and to amend Section 10334 of the Public Contract Code, relating to state goods.

This bill provides that the spouse or domestic partner of a peace officer who has been killed in the line of duty be allowed to purchases the decedent's state-issued handgun,  as specified.

An act to amend Section 25450, 25900, and 26300 of the Penal Code, relating to peace officers.

This bill provides that a retired Level I reserve peace officer is entitled to an endorsement for a concealed weapons (CCW) permit if he/she carried a firearm during the course and scope of his/her appointment and he/she served in the aggregate the minimum amount of time as specified by the retiree's agency's policy.

An act to amend Section 19132 of the Government Code, relating to personal services contracts.

This bill amends the Civil Service Act to prohibit the execution of those proposed personal services contracts until the state agency proposing to execute the contract permissible under specified conditions, without regard to cost savings, has notified all organizations that represent state employees who perform the type of work to be contracted.  This bill requires the Department of General Services (DGS) to establish a process to certify that notification.

An act to add Section 13518.5 to the Penal Code, relating to peace officers.

This bill requires peace officers who serve as crew members on a waterborne law enforcement vessel to complete a course in basic maritime operations for law enforcement officers.

An act to repeal Section 13779 of the Penal Code, relating to law enforcement.

This bill eliminates the sunset date on the Reproductive Rights Law Enforcement Act (RRLEA).

An act to add Section 1385 to the Evidence Code, and to amend Sections 261, 286, 288, 288a, 289, 1048.1, and 1050 of, and to add Section 13519.06 to, the Penal Code, relating to crime.

The bill would require the Commission on Peace Officer Standards and Training to develop, and periodically update, a model general order or other formal policy for crime victims with developmental disabilities.  The bill would also require each law enforcement agency to adopt and implement the model policy, as specified, within one year of the date when the commission adopts the model policy.
